Cesar Lucio joins F3 Innovate as COO

Cesar Lucio was appointed Jan, 20, 2025, as the chief operating officer (COO) of F3 Innovate (F3i). Lucio will lead the development and implementation of operational strategies, systems, and processes to ensure efficiency and effectiveness across the organization. Working closely with CEO Priscilla Koepke, Lucio will align F3i’s operational priorities with its overarching strategic goals, driving the success of this dynamic 501(c)(3) nonprofit. He previously served as F3’s regional economic competitiveness officer, where his leadership and dedication were instrumental in advancing the initiative’s economic goals.

In his prior F3 role through the Central Valley Community Foundation, Lucio coordinated the establishment of the structures needed to support collective impact. With over 25 years of experience in community development in multicultural settings and collaborating as a board/executive committee member with various organizations, Lucio’s areas of development experience include business, international trade, manufacturing, operations, education, and humanitarian efforts. Lucio holds a bachelor's degree in accounting from Valle del Bravo University in Mexico, and a Master of Business Management from Phoenix University, and a John Maxwell Team International Leadership Certification.
